Good luck finding anyone as excited as me to see the first enhanced version of the Center for Disease Control and Prevention’s (CDC) FY2010 Funding Profile Tool. This version is searchable by Congressional District!! According to CDC, “the FY2010 Funding Profile tool at http://wwwn.cdc.gov/FundingProfiles/FundingProfilesRIA now contains a “Query View” that offers the ability to view and download the detailed grants information behind the state and territorial summaries available through the “Map View.” The query function offers details about each grant, such as grantee name, address, Congressional District and more.”

The proposed HHS rule for the Establishment of Exchanges and Qualified Health Plans was released on Friday. For a link to the Federal Register notice: http://frwebgate2.access.gpo.gov/cgi-bin/PDFgate.cgi?WAISdocID=xxUyKG/0/2/0&WAISaction=retrieve. “The Exchanges will provide competitive marketplaces for individuals and small employers to directly compare available private health insurance options on the basis of price, quality, and other factors. The Exchanges, which will become operational by January 1, 2014, will help enhance competition in the health insurance market, improve choice of affordable health insurance, and give small businesses the same purchasing clout as large businesses.“ Comments are due no later than close of business, Wednesday, September 28th.

The deadline for the Campaign to End Obesity Action Fund is letter urging opposition to any effort to eliminate or reduce the Prevention and Public Health Fund has been extended to this Wednesday (July 20th) at Noon. Today’s not so happy news on the budget front features an upcoming vote on a House bill euphemistically referred to as “cut, cap, and balance.” The bill would cut spending by $111 billion in FY 2012, including cutting non-security discretionary spending by $76 billion, to below 2008 levels. It would also cut federal spending to 22.5% of GDP in FY 2012, and eventually to 19.9% by FY 2021. IT would also require passage of a Balanced Budget Amendment before raising the nation’s debt limit. The President has already submitted a veto message on the proposal. Various other negotiations and options are in the works. Will report back when something actually appears to have some legs (although just as I’m hitting the “send” button I see another deficit reduction plan is now on the table which would cut the deficit by $9 trillion, more than double other plans). Your choice at this point — laugh or cry.

The budget negotiations continue with fits and starts. In the meantime, plenty of other threats to the nation’s health to worry about. See items that follow.

The Safe Routes to School, Transportation Enhancements and Recreational Trails program is at risk. The recently released House Transportation Committee draft transportation reauthorization bill would eliminate dedicated funding for bicycling and walking, including Transportation Enhancements, Safe Routes to School and the Recreational Trails Program, and discourage states from choosing to spend their dollars on these activities that are “not in the federal interest.” The Safe Routes to Schools National Partnership has an active action alert on the issue – http://org2.democracyinaction.org/o/7093/p/dia/action/public/?action_KEY=7483.

And in another short turnaround, the American Lung Association, Trust for America’s Health and others are circulating a sign-on letter to members of Congress urging them not to include policy riders or funding restrictions in 2012 appropriations legislation that would restrict EPA’s authority to regulate and set standards under the Clean Air Act. A three judge panel upheld the Affordable Care Act’s provisions requiring individuals to buy health insurance (“individual mandate”). According to the New York Times, “the ruling is the first of three opinions to be delivered in separate courts of appeal that heard arguments in the health care litigation in May and June. Opinions are expected soon from panels in both the Fourth Circuit Court in Richmond, VA and in the Eleventh {Circuit}.” For the full article — – http://www.nytimes.com/2011/06/30/us/30health.html?_r=1&hp.

Here’s a timely op ed from Margo Wootan at Center for Science in the Public Interest — The K Street Diet is Bad for America. In it, various legislative and regulatory threats are described, pointing out that they “these nutrition provisions are not what the doctor ordered.” http://thehill.com/opinion/op-ed/168679-the-k-street-diet-is-bad-for-america.

And in my last You Cut message of the week — guess I should have read the website earlier. In the site’s archives, there was a previous recommendation on the House repeal vote on the Prevention Fund, stating that the HHS Secretary has the authority to spend funds “on any ‘public health’ program or activity such as media campaigns to encourage you to exercise more, publishing cookbooks that tell you what to eat, and grant programs that could be used to promote new taxes on soft drinks and other beverages without any further Congressional approval. This is money that is not specifically dedicated to research to actually prevent, treat, or cure diseases and disorders. Under the law, the fund is automatically replenished with taxpayer funds every year in perpetuity. Eliminating this fund would save approximately $17 billion over the next ten years alone.” http://www.majorityleader.gov/YouCut/112week6.htm.  More education is needed! The Food Marketing Workgroup is circulating a letter to the Interagency Working Group (IWG), which has proposed voluntary standards for foods marketed to children. HHS Secretary Kathleen Sebelius has announced “new draft standards for collecting and reporting data on race, ethnicity, sex, primary language and disability status, and announced the administration’s plans to begin collecting health data on lesbian, gay, bisexual and transgender (LGBT) populations. Both efforts aim to help researchers, policy makers, health providers and advocates to identify and address health disparities afflicting these communities.” Comments are being accepted through August 1st. The Campaign for Public Health Foundation is collecting nominations for its second annual Unsung Heroes of Public Health Awards. The Unsung Heroes of Public Health Awards not only recognize the efforts of our nation’s public health workforce, they also help highlight the overlooked value of our nation’s behind-the-scenes disease control and prevention efforts. A reception to honor the 2011 awardees will be held in Washington, DC, on October 26th. Nomination forms can be found at http://www.cphfoundation.org/annual_awards.html.

OK, I just can’t help myself. Last week, I forwarded a link to the House Majority Leader’s “You Cut” site, sans comment. However, I see that today’s “vote,” is on the Supplemental Nutrition Assistance Program (SNAP) fruit and vegetable incentive program (Healthy Incentives Pilot), and urges taxpayers to “not have to be bribed (emphasis added) with additional cash benefits to make nutritious food choices.” That is certainly contrary to the thoughts of USDA Secretary Tom Vilsack last summer, who stated that, “This pilot project will empower low-income Americans to eat more nutritious food and has the potential to strengthen the SNAP program that serves as a critical safety net to the most vulnerable in our society. Increased consumption of fruits and vegetables, especially in the place of higher calorie foods, can help move America towards healthier lifestyles and a healthier future.” Just putting it out there — http://www.majorityleader.gov/YouCut/.

This first ever National Prevention Strategy, called for under the Affordable Care Act, was created to help move the nation from a focus on sickness and disease to one based on prevention and wellness. By focusing on prevention, the National Prevention Strategy will help Americans stay healthy and fit and improve our nation’s prosperity.

The National Prevention Strategy’s goal is to increase the number of Americans who are healthy at every stage of life. The Strategy’s four Strategic Directions and seven Priorities include evidence-based recommendations fundamental to improving the nation’s health.

The National Prevention Council, comprised of 17 Federal agencies and chaired by the Surgeon General, developed the National Prevention Strategy with input from stakeholders, the public, and the Advisory Group on Prevention, Health Promotion, and Integrative and Public Health. To succeed, implementation of the Strategy must include public and private partners working together at the national, state, tribal, local, and territorial levels.

Here’s the final version of the House Agriculture, Rural Development, Food and Drug Administration and Related Agencies letter sent this week to the House of Representatives: http://healthyamericans.org/assets/files/Ag%20approps%20-%20public%20health%20letter.pdf. CQ reports that the proposed nutrition cuts were among the topics of debate during yesterday’s consideration of the measure. A final vote is expected today or tomorrow.

Also attached is the final version {well, nothing’s ever final until it’s sent… so can add a few stragglers today} of the National Prevention Strategy letter, which will be sent to the National Prevention Council prior to tomorrow’s release of the National Prevention Strategy. http://healthyamericans.org/assets/files/nps%20sign%20draft%206-15-11.pdf. We haven’t put out a request for additional organizational support for the Public Health and Prevention Fund in some time, and considering that our distribution list continues to grow, want to urge groups that haven’t yet done so to sign onto the updated list of Fund supporters. A summer webinar series, Addressing Tobacco Use in Correctional Facilities, is being sponsored by the Break Free Alliance. The budget and appropriations processes are moving along rather slowly, but to help put the level of proposed cuts into perspective, attached is a chart the Coalition for Health Funding forwarded this morning from the Committee for Education Funding which shows that the House’s FY 2012 appropriations allocations for discretionary labor, health and human services and education programs would result in funding falling to FY 2004 levels – http://healthyamericans.org/assets/files/302(b)%20allocations%20history.pdf. As for the Centers for Disease Control and Prevention, the FY11 Continuing Resolution already brings that agency down to FY 2003 levels, without even knowing what FY12 will bring. All pretty sobering thoughts.

Today’s News (5/16/11)

The FY 2011 operating plan for the Centers for Disease Control and Prevention (CDC) has been submitted to Congress, reflecting the $740 million in cuts contained in the recently-passed Continuing Resolution (P.L. 112-10). Cuts to CDC discretionary programs exceed 11 percent. Cuts were made to the following categories: Birth Defects; Emergency Preparedness; Environmental Health; Global Health; HIV/AIDS, Viral Hepatitis, STD and TB Prevention; Injury Prevention and Control; Occupational Safety and the Preventive Health and Health Services Block Grant. Chronic Disease Prevention and Health Promotion; Emerging and Zoonotic Infectious Diseases; Immunization and Respiratory Diseases; and Public Health Scientific Services showed increases. However, some of the increases would have been decreases, and some of the decreases would have been more significant if not for the use of at least a portion of the Prevention and Public Health Fund (Fund) to backfill some holes. Overall, the vast majority of the Fund was not used for that purpose, and it’s also important to note that the allocations from the Fund mirror those announced by HHS Secretary Kathleen Sebelius on February 11th.

Hope you all had the opportunity to review the Community Transformation Grant materials released this past Friday. Of particular note are the deadlines for letters of intent (June 6th), and for submitting full applications (July 15th). There are also a series of conference calls set up by CDC for May 25th and June 14th. For access to links to all of the materials, please click on “Funding Opportunities” below.

In addition to the public comment period for the Interagency Working Group standards for food marketing to kids listed under “Regulatory Comments” below, there will be a ½ day public forum (spaced limited, RSVP required) on Tuesday, May 24th, 11:00 – 3:00 p.m., at the HHS Building, 200 Independence Avenue, SW – http://www.ftc.gov/bcp/workshops/foodmarketingtokids/. If you would like to make an oral statement, you must submit your name, affiliation, and e-mail address to foodmarketedtochildren@ftc.gov no later than May 18th at 5:00 p.m. (EDT). Please indicate whether the statement will relate primarily to the proposed nutrition principles or to the proposed marketing definitions. To attend, submit your name, affiliation, and e-mail address to the FTC e-mail address above by no later than May 20th at 5:00 p.m. (EDT).

The next monthly Prevention Fund Strategy Meeting is scheduled for Thursday, May 26th, from 10:00 a.m. to 11:30 a.m. The meeting will be at the American Public Health Association (APHA) conference room, located at 800 I Street, NW Washington, DC.   • The Food and Drug Administration has released proposed menu labeling regulations. One rule is on menu labeling in restaurants (June 6th deadline). A second is for vending machines (July 5th deadline)
  • Public comment period is open on the Interagency Working Group standards for food marketing to kids. (July 14th deadline for written comments)

  • CDC is soliciting proposals for Prevention Research Centers – Public Prevention Health Fund: Health Promotion and Disease Prevention Research Centers: Special Interest Project Competitive Supplements (SIPS). (June 1st deadline)
  • CDC is accepting applications for funding under the Community Transformation Grant Program. (June 6th deadline for letters of intent, July 15th for applications)
  • CDC notice of intent to award a grant to expand the Infectious Diseases (EID) Laboratory Fellowship Program, and for Fellowship Training in Public Health. (no stated deadline)

Big news today!! The formal announcement from the Department of Health and Human Services on the availability of funds through the Community Transformation Grant (CTG) program is now out – http://www.hhs.gov/news/press/2011pres/05/20110513b.html. Over $100 million in funding is available for up to 75 CTGs. There is a dedicated CTG site that can be reached at http://www.cdc.gov/communitytransformation/.
